Many things: You could have numbness from compressed nerves in the neck, the upper shoulder or problems with the nerves themselves. There could also be problems with blood flow in the arm. Your family md can perform a physical exam and clear a lot of this up for you along with an MRI as warranted. He'll refer you on to a neurosurgeon or neurologist as needed.

Pinched nerve : Sounds like a pinched nerve in your neck. Is it one arm or both? Part of or ALL of the arm? Is there associated pain or weakness? Does your neck hurt? I would see your primary physician immediately.
