No: Withdrawal symptoms from suddenly stopping Cocaine are usually feeling tired. From a physical standpoint it is better for the baby that your friend stopped using the cocaine, because it can stunt the baby's growth or a sudden miscarriage if she were to continue. Those things are worse than withdrawal symptoms.

Not likely: Cocaine is rather short lasting - if the mother quit for quite some time before delivery it is very unlikely that the baby would have withdrawal. There are however, risks to the baby associated with the use of Cocaine during preganancy, some of which may not be clear even until adolescence. It is not a wise thing to do.
