See a vascularsurgeo: Painful veins going up the side of the leg are quite unusual, especially in a 16 year old. The two most obvious concerns are infection and a clot in a vein. I suggest you have your daughter see a vascular surgeon.

Check the nerve: Make sure the pain is actually coming from the vein. It more than likely is coming from the nerve on the side of the ankle which is a condition called tarsal tunnel syndrome. The symtoms can radiate up the leg and down into the foot. Often a cortisone injection will be helpful to alleviate symptoms but you should see your foot/ankle specialist to get better evaluated.
