INFECTIONS!!: Sounds like severe infections in both upper and lower jaws from highly decayed teeth. If so you are running the risk of having the infections begin affecting your whole body--this is called sepsis, and is dangerous. Go to an er or urgent care immediately for evaluation and treatment. Then, if teeth are the problem, go see your dentist.

See a dr asap: I agree with dr noorda. A dental abscess that is causing swelling around the eye, or infraorbital swelling, is a serious issue. I would strongly consider visiting an urgent care or er soon, or call your doctor. You will likely need antibiotics and possibly even need to have the infection drained. Do not hesitate especially if you have a fever. Best of luck.

See your dentist ASA: Although toothache is something that may be tolerable, the fact that you have a swelling under your eye means that there is an active abscess, that has gone into your fascia (the layer between bone and muscle). For an upper tooth, this infection goes up the angular vein, and can go to your cavernous sinus and can be potentially deadly. U need to see your dentist or an endodontist to treat it fast.
