A NUMBER OF THINGS: If it is fluid-filled, it may be a superficial abscess, or foreign body reaction. Cysts usually do not develop right under the skin, they're usually deeper. They are also rare on the bottom of the feet. It could also be a type of callus which has gotten inflamed. It is probably best to have it checked.
