Need to see a doctor: Any person who gets a higher than normal reading on a blood pressure machine should confirm the reading to be sure it is accurate. If truly higher than normal, he can call his primary care doctor for an appointment, and can record his pressures morning and night for a week, to show the doctor. If he has sick symptoms, the doctor will want to see him as soon as possible.
