Phimosis: Foreskin should always be lose and retract easily. See a urologist if this is not the case. Thight foreskin is phimosis and needs treatment either with prescription strength steroid cream, circumcision or prepucioplasty. Latter is performed by surgeon making a vertical incision thru tight are of foreskin and suturing it transversely. This loosens up foreskin and makes it easy to retract.
