Probably not: Irritation of the sinuses, face (from the mask), and inside of the mouth and throat are not uncommon with cpap, but tenderness of the neck on the outside is not likely to be related to CPAP use.

Sore Throat: Does your CPAP deliver humidity/moisture to your airway? If not this could cause throat dryness which could lead to soreness. You should have your dr. Evaluate/examine this area of soreness. You should also let him/her know about your fatigue, and high BP if it is uncontrolled..
