Bullae: By definition, it isn't an ulcer unless it's open. If you are finding fluid-filled skin lesions, these could be due to athlete's foot or a number of other skin conditions. Opening them could lead to infection. See a podiatrist or dermatologist who can properly diagnose them and describe the correct topical medication.
