3 months ago, after getting my socks soaked in the rain, the bottom of my foot has developed some kind of ulcer. what is it and how can i fix it?

Depends: This could be anything, but consider a fungal infection if it is lingering for months. You could try an antifungal cream. If it doesn't work after a few weeks straight, get it looked at.
