Determine the cause: Of the aggression & his developmental status. As with medical symptoms, diagnosis drives treatment. If he has a neurodevelopmental disorder, see a developmental/behavioral pediatrician; if neurotypical, a child psychiatrist. A child (neuro) psychologist can help in either case. A school-based behavioral therapist (for age 3 & >) or private therapist can do a functional behavioral assessment.
