See your doc: May be from hemorrhoids (bright red, painless if from internal hemorrhoids), but could be from other things too. Some are not serious, some could be.

Be concerned: After a bout of constipation, you may have developed an anal fissure or tear, asociated with bright red bleeding and usually severe pain. But i agree it could be something far more serious. You need to have it properly evaluated by a specialist! don't delay to see if it will get better.

Have a nagging urge to have a bowel movement, but can't go. It is not constipation as I am still regular.Ocasional red bright blood appears in stools.
