Most habits are formed by Choice. If one wishes to have a full night sleep, set the bed time at say 10pm or time of choice and stick to it, the way children are trained to go to bed by parents. Then turn off all communication gadgets including TV. Whatever one previously chose to "night owl" doing, should be discarded or rescheduled to daytime. Classical music or calming music are also helpful.
