Allergies : Most likely allergies. Try cool compresses. Agree - antihistamine eye drops are very effective for itching due to allergies. There are many over the counter.

Allergy: Allergies are notorious for causing ocular itching. Try a good over the counter antihistamine drop such as alaway or zaditor (ketotifen).

Allergy?: There are many things that could cause the skin to itch. Several types of inflammatory conditions of the skin, allergic reactions, and sometimes bacterial, viral or fungal infections can cause rashes on the skin. Have it evaluated by a professional and get the appropriate treatment.
