Arch supports: Flat feet are not necessarily abnormal. If the pain is in the arch portion of her foot i would try and off the shelf 3/4 length arch support.. This can be purchased at most drug stores.

Get evaluated: Teens will present with painful flat feet if they have a tarsal coalition. That is where the bones didn't separate completely when they were growing. This may need an x-ray or ct scan to diagnose.
