It's hard to say: 1st-are they really 'fat' & how is that defined? What part of the leg? Are they large due to muscle? Does the size change?( if so that suggests edema & you should see your doc). Assuming you're healthy, consider seeing a professional trainer to do a body fat analysis. Based on results they may be able to help you improve tone & strength while not 'bulking up'.
