Cyst: Sounds like a cyst. Has it been there a long time? Does it come and go? Any other locations? If it is just one location and has been there a while, likely a cyst. If painful and new, i worry about a boil from mrsa, a resistant bacteria. I would get it checked if painful. Gynecology to remove it surgically.
