Lax ligaments: Likely from the recurrent dislocation, her ligaments are too long/loose, and this makes it easier for the next dislocation, which keeps them that way. She should see a podiatrist or orthopedist. May improve with splinting, might need a surgical procedure to resolve.

Dislocations: Toe dislocations mostly happen due to trauma, "turf toe" is a common sports injury. Recurrent atraumatic dislocations are related to soft tissue conditions, in some instances it can be resolved surgically.
