Internal issue: Numbness that involves both feet either the tops or bottom or both, is a systemic issue. Meaning, it's something that your body is doing to you. If it's not going to be back related it will be a metabolic disorder. Possible diabetes or others. You need to start with an internist and they will start with bloodwork.
