Unlikely: Most people with underactive thyroid don;t have circulation problems. Very severe hypothyroidism can cause low blood pressure. Hypothyrodism can make you have cold intolerance, which may make your hands and feet cold and affect the way the skin looks, but it does not mean there is a circulation problem.
