Could be: There are many things that cause the eyes to water. The most common is dry eyes, which in it self has many etiologies. If the eyes do not itch then it is probably not allergies. Antihistamine es taken for allergies can cause the eye to dry out and water. Try artificial tear drops, can buy over the counter.
