No but strain is: The bending doesn't harm but combined with any exertion does increase disc pressure. You are better off to sit or kneel than to stoop.

That depends on : Whether you have a back problem to begin with and how well you take care of yourself in terms of not smoking, not being overweight and exercising regularly. These activities can put you at risk for back issues but are not necessarily bad for you if they are not causing pain in the first place and you meet the above criteria.
