Depends: Best is to see a doctor to evalute and treat. There are no big arteries on top of hand. So the broken vessel is a vein. If the skin is not broken or cut, then you need to take antibiotic Cipro (ciprofloxacin) Floxin 500 mg twice daily for two weeks. If the skin is broken, clean the wound with water, apply Bacitracin ointment and clean dressing. Chang dressing every other day till the wound closes. Also take cipr.
