It could be: Sudden onset of rashes could be an allergic reaction to food or medications. Also it could be a skin reaction to a plant oil that you touched. Go see your doc.

Rash: Yes it could be an allergic reaction. However there are many conditions that give red itchy bumps on the arms see your doctor to have your rash evaluated and treated.
