Contact dermatitis: This could be a secondary reaction to a contgact allergen that you are using in a cream or skincare product. It can some times occur from licking the area or be an infection. Have your dermatologist evaluate this and treat the area.

Unlikely eczema: The location of this skin issue makes it less likely to be eczema & more likely something you are doing. Excessive lip licking can cause these color changes due to the effect of saliva on the skin. This can be a habit issue like biting nails. Application of lip/skin care products that your body reacts to can also do it. You may want to consult your doc or dermatologist for guidance.
