Both: At the beginning of the menstrual cycle both estrogen and Progesterone are quite low as the cycle is reset. Estrogen begins to rise first - peak shortly before ovulation and declines. After ovulation Progesterone begins to rise. If no pregnancy ensues Progesterone levels fall and the cycle begins again.
