Infection?: Need more information, but the things that come to mind include infection/cellulitis vs. Skin reaction. Was there any trauma, or is there a piercing that is infected? Is there any associated rash or blisters or hives?

?Hernia?: A bulge at the belly button is usually secondary to a hernia, which is a hole in the muscles of the abdominal wall. These bulges often "yo-yo" in and out, but can become "incarcerated" and permanently protrude. Less likely, an infection may be present (omphalitis): this would be warm, red, and very tender. As with most of these situations, it would be wise to see your primary care physician.

Umbilical hernia: It likely is an umbilical hernia. If it is mild and is not bothering you then you can leave it alone. If it starts becoming painful or not reducible then you need to see a physician. Good luck dr. B.
