Out of circulation?: Blood is delivered to the foot by the arteries and removed from the foot by the veins. Lymphatic vessels also help to drain fluid from the foot. If you cut off the artery, the you will have severe problems and a swollen foot is not one of them. If you reduce the blood flow of the veins or lymph fluid , then expect to see either short or long term swelling. Either way, have it evaluated.
