Yes by history: A doctor can diagnosis a concussion based on the history and physical exam. Certainly if symptoms still exist after the injury a concussion can be diagnosed. Symptoms of headache, nausea/vomiting, blurred or double vision, memory problems are certainly concerning and medical evaluation is warranted. Very severe concussions with pathological findings can be detected by ct or MRI scans.
