Rectal irritation?: Sounds like it may be a "tenesmus" sensation, which can occur with inflammation in the anus/rectum area. If symptoms persist or recur, a primary care doctor or a gastroenterologist can evaluate to see what the cause might be. An evaluation helps rule out uncommon bad or serious causes.

It depends: It depends on what you're doing -- or what has just happened -- when you get the sensation. Also it may depend on others around you, that you're responding to. Third, you could have some muscular spasm or inflammation/irritation happening. Please see your physician about this, because you're concerned enough to ask about it here.
