Yes: If you had a D&C for termination of a pregnancy, your HCG would be zero or close to it 2 weeks later. I imagine that if you were pregnant before, it was because you were not using adequate contraception. It is not true that following a pregnancy there is little or no chance of another pregnancy. You can conceive. Use condoms or other effective barrier protection, but get some birth control soon.
