Possibly: Apple cider vinegar is acidic, so it is entirely possible it could irritate your throat when you swallow it, especially if you swallow it without diluting it with anything else. If your throat is irritated for some reason, then the vinegar will burn more. It is not generally harmful to swallow it in pure form. Many people do this as a part of a dietary regimen to reduce appetite before meals.
