BOTH: Anxiety may result from worry or fear. However, it is like going back and forth in a rocking chair and getting nowhere. Rather than procrastinate, take some type of action to address an issue and set in motion a solution. Also, consider using the power of auto suggestion by repeating a positive affirmation 20-30x out loud or to yourself upon retiring to bed. Do this for 3-4 weeks and re-evaluate.
