No CT necessary: As long as he is asymptomatic and the red spot is in the white of the eye it shouldn't be aproblem. The red spot in his eye is probably blood from a broken smal blood vessel in the eye and should clear up on its own.

Can't Tell: Why don't you have him evaluated if you think there is significant trauma to the head? How old is he? Did you see the injury? Could the eye have been struck? Any change in mental status? Minor bumps don't usually require any treatment except for ice or maybe acetaminophen. Anything more significant warrants a proper evaluation
