Yes: Wash with copious water but he may have particles caught in the for nix, (permethrin) the pocket between the eye and lid. This needs to be swept. He may need ocular steroid drops.

Keep washing: The more you flush them the better. Black pepper itself shouldn't damage the eye but the flakes could scratch it. Keep washing it, and if he's in pain get him check out.
