Sometimes: If you had a recent pregnancy, you might have both. You should see a dermatologixt for the strech marks. You need a vein specialist (phlebologist) for you varicose veins.

Varicose Veins: I was unable to view you photo, but it should be very easy to differentiate the two by a simple physical exam. Veins tend to fade as you push blood out of them with your fingers, but stretch march will not change with external pressure. Veins also tend to look more blue. See a vein specialist if you think they are varicose veins.
