Genetics: I'm going to assume that you are otherwise functioning as a normal man, including sexually. About 5% of men never grow chest hair; paul newman remarked that he was completely smooth in an interview. Many women prefer this, many (most?) hollywood stars shave their chests, many hirsute men dislike it, and men like you usually never go bald. Enjoy who you are.
