Yes: The tear duct drains tears (and potentially eye drops) into the nose, just lateral to the inferior turbinate. From there, drops can run down the back of your nose, into your throat.

Yes: The eye is connected to the nose through something called the nasolacrimal duct. The duct normally drains tears. The fluid goes into the nose and then the nasal mucous carries it into the throat.
