Cart and horse: Actually, you nose is running because your eye is watery and teary. Your eye drains into your nose through the tear duct in the inside-corner of each eye.

Stuffy tear duct: Your tears drain through a tube that goes from the corner of your eye to your nose. When your nose gets runny and stuffy, your tear duct can get stuffy too and doesn't drain as well so your eyes get watery. It always comes down to plumbing!
