Wash: Gently wash around the eye with mild soap and water. You may try irrigating the eye with water, eye irrigation or wetting soluiton and then observe. The menthol in the rub will cause the burning. Observe & if stable or improving, no big worry. If worsening or concern, see medical evaluation. Other than menthol, the rest is petrolatum and okay. "don't let it vapo-rub you the wrong way!

Flush w/warm water: Warm water will help remove the petrolatum base that contains the menthol in Vicks vaporub. Flushing it out with water of any temberature will help some, but your eyes will feel better faster with the warm soaks. If your continue to have pain, redness, or blurred vision after doing this for 30-45 minutes, you may need to seek medical attention.
