Why would it take the scab a longer time to form into new skin at the same spot of the wound?

Scab: The development of a scab is not helpful for wounds to heal. It is best to use vaseline of aquaphor on a wound to allow it to heal faster. A scab is like a brick wall to your surrounding normal skin. The skin cells have to secrete substances to break down the scab.
