Let me explain: The EMG could done in the doctor office, it is not surgery it is a test for the muscles and the nerves function. I believe there is a tendon transfer for drop foot not nerve transfer..

Foot drop surgery: As a foot surgeon, i've never heard of nerve transfer surgery. You might be referring to nerve release for the peroneal nerve that could be related to drop foot. An EMG is a test that is performed usually with a ncv (nerve conduction velocity) which is outpatient.
