Neck pain and Dizzy: There are numerous possibilities... So serious. Your pcp, ent, or neurologist should be able to start the process to determine the cause.

Usually musculo-skel: Most pain and discomfort in the back of the head and neck is due to arthritic changes or strain to the spine and surrounding muscles. This can begin as young as 30. Dizzy is a very vague word, the possibilities are numerous. You should see an ENT to explore that.
