Sleep habits: He might be overstimulated (tv, bright light, visitors, food, playgames). At this age he still needs a daytime nap. Make some routine changes: music, rocking, bath at night, singing. Be sure you will follow this routine at the same time every day.

Drowsy but awake: I often find that babies who won't sleep are overstimulated. Don't insist on putting him to sleep, allow him to put himself to sleep. Feed, change, swaddle, cuddle- then lay him down while he's awake, and leave the room for 10 minutes. If awake at 10", soothe baby with soft talk, gentle touch, no more than 2-5", then leave again. Repeat. Holding, jiggling, etc can interfere with sleep.
