Only surgery works: Unfortunately the apron is caused by the innermost layer of skin, the dermis, actually enlarging, so after weight loss the skin has emptied out but there is no way to tighten it back up without surgically removing the excess. It won't "tighten back up". If the weight loss was intentional, though, then he is to be commended of losing it.
