Several reasons: - inadequate nutrition; protein in particular is low - tumor clogging the lymphatics which normally drain fluid out of the limbs. This is rare for more than one limb to be affected. - heart is not adequately pumping fluid through the body - kidneys are not effectively "letting go" of excess fluid through urination - certain medications (especially steroids like prednisone) can cause this.
