Probably: Two year olds are constantly falling, to that is not that unusual. If it seems to be excessive, have him seen for bloodwork.

Speak to his doctor: You have to take him to his pediatrician bruises could be due to blood disorders, or vascular problems like purpura even simple vitamin deficiency can cause. Please take him to his doctor.

?just legs?: If the bruises are truly just on his anterior legs where 2 year olds are constantly falling, bumping into toys and furniture etc, i would not be concerned too much. Would mention to doc next time you are there. However, if bruises are on inner parts of legs (that wouldn't normally be bumping into something) or are on lots of other areas of body, needs to be checked out!
