Liver enzymes: Why did you have blood tests done. He is yellow? Is his liver enlarged? Was he exposed to hepatitis? A lot of unanswered questions, more information is needed.

Depends: A lot depends on why you got the blood tests. A viral illness like mono can cause liver enzymes like alt or ast to be mildly elevated, and this is a mild elevation. So can certain medications. However, if it is elevated on repeat testing, or there are other issues, then further workup might be necessary.
