Usually,the opposite: What makes cancer "evil" is it's ability to spread from its organ of origin elsewhere in the body. Most cancer strategies are two-tiered, targeting the organ of origin (local rx) and the rest of the body (systemic rx). The mainstay of local rx is surgery, which is most effective before the cancer has spread. Surgery is much less effective in late stages, typically performed to improve symptoms.

Usually Opposite: Surgery is one modality used to treat certain cancers. In late stage, treatments are for palliation only. They mainly consist of chemotherapy. Surgery is occasionally performed for palliation but not treatment.
