Usually, the opposite: What makes cancer "evil" is it's ability to spread from its organ of origin elsewhere in the body. Most cancer strategies are two-tiered, targeting the organ of origin (local rx) and the rest of the body (systemic rx). The mainstay of local rx is surgery, which is most effective before the cancer has spread. Surgery is much less effective in late stages, typically performed to improve symptoms.
