Certainly: I would be careful of the concentration and use gloves. 1-10 dilution is best. Bleach is cholrine and chlorine is what is in our drinking water to make it safe and in swimming pools to make them safe.

No need: The chance there are dangerous bacteria on your dishes or in the dishwater isn't very high. Second, any standard dishwashing detergent will kill most possibly harmful bacteria. Adding a little bleach will do the same thing, but isn't necessary in addition to detergent. Probably not harmful, however, except for possible bleach spots on your clothing.
